Working on a business model for some projects. And wondered what others use to plan on how much glass to use. Is there a rate or %. you use base on the finished project size.

It depends upon the project — size/shape, difficulty in cutting, can you use the entire sheet of glass or does the design require that you cut only from certain areas, etc.

Hard to give a concrete number.

If you have a specific project in mind, create a template of the peices needed. You can then get a better idea of placement on the glass to minimize waste. There is a great software program called Glass Eye 2000 from Dragonfly software. It is more for stained glass, but you can create templates for a fused piece and it will calculate the glass needed for you.
