I sprayed a mixture of black copper oxide and distilled water on a clear piece of glass.  I waited for it to dry and capped it.  Fired it to a full fuse and it came out the same color it went in.  Black.  Any ideas on how to create the tourquoise blue with the bubbles?

Yup.  Place thin copper leaf between layers of glass.  Good luck!
