Can I use a bunch of fire brick for the heat baffle you are suggesting?”

“My kiln shelf is even with the side element.Does it make any sense to raise the kiln shelf up a few inches above the side element or just try the baffle approach? “

The only part of your schedule where you should be going as fast as possible with anything except very small pieces is no.6.  the other two make no sense and can give problems.  Also there is not much sense in soaking at 205C for half an hour.  If you think you are going too fast and need some time for the heat to be evenly distributed throughout the glass, slow down the rate of advance and eliminate the soak.

I think your bubble formation is assisted by the afap rates of advance.  It softens the top of the glass allowing movement of the air through the glass.
